'Criminal Opportunists': 20+ Arrested For Looting In Philly, Police Say Twenty or more people are in police custody after a group of "criminal opportunists" looted stores in Center City and elsewhere Tuesday night, Sept. 26, Interim Philadelphia Police Commissioner John M. Stanford told reporters at a press conference.  Multiple stores were "broken into or (...) ransacked" beginning around 8 p.m., Stanford said.
