Authorities ID Victims In Chester City Double Shooting Police in Delaware County have identified the victims in a double shooting that killed one and injured another in Chester Monday night. Arriving officers found 19-year-old Rashad Coleman, in the middle of the street, alert and conscious, suffering from multiple gunshot wounds, along the 2000 block of West 4th Street around 9 p.m, according to the City of Chester Police Department. Coleman was sent to Crozer Chester Medical Center where he is listed in serious condition, police said.
