PA Convict Slashes Roommate In Chest, Neck With Kitchen Knife, Police Say A roommate was slashed across his neck and chest by a man supposedly on drugs just before midnight on Sunday, authorities announced the following day. Lee Allen Payne was in front of his home in the 100 block of North Pitt Street, Carlisle when the police arrived at 11:55 p.m. on Aug. 27, the department detailed in the release.  The Carlisle PD was called by Payne's roommate due to his "drug activity," as stated in the release.  The 46-year-old "attacked the caller with a large kitchen knife in the apartment after an argument," the roommate told officers.
