Human Remains Found In 1994 Identified As Northeast Philly Woman: PSP A body found during mine reclamation work in Luzerne County 30 years ago has finally been identified, state police announced Tuesday, Feb. 20.  Margaret Carol Wininger was the "Sugarloaf Jane Doe," troopers wrote in a release.  Wininger's remains were found badly decomposed off of Tomhicken Road in Sugarloaf Township on Dec. 12, 1994, authorities said.
