Carter, 63, had a medical emergency shortly after midnight, prompting prison and medical staff to respond and administer life-sustaining treatment, including CPR and an AED, Dauphin County Spokesman Brett Hambright said. He was pronounced dead Saturday at 12:54 a.m. Carter was booked into the prison on Dec. 20 on a contempt charge, with bail set at $10,000. PA Corrections Officer Resigns Two Days After Prison Video Catches Him Selling Inmate Drugs A security camera at an Allegheny County jail supposedly captured the moment now-former corrections officer, 34-year-old Raymond Toomey sold an inmate drugs, according to a release by county officials. A review of CCTV footage confirmed a tip by Internal Affairs that suspected synthetic cannabinoids or K2 was in the section of the facility where Toomey worked. Toomey was interviewed by Internal Affairs and his vehicle and home were searched. Authorities seized suboxone/K2, money, and the phone he used in the alleged drug deals on Dec. 10.
