'Molotov Cocktail' Thrown At Empty Car In East Stroudsburg, Troopers Say State police are investigating after a Molotov cocktail was tossed at an unoccupied car parked at East Stroudsburg University, troopers said in a release.  Authorities believe the arson happened around 4 a.m. on Friday, Dec. 15. A Molotov cocktail, police said, is "a hand-thrown incendiary weapon consisting of a fragile container filled with flammable substances, containing a fuse that is lit prior to being thrown." Hill, 20, of Middle Smithfield Township, was pronounced dead on Sunday, May 14, Lehigh County Coroner Daniel A. The unidentified child was shot around 5:45 p.m. on the 100 block of Mill Creek Road, on Monday, April 3, according to Lehigh Valley Coroner Daniel A.
