Delco School Bus Driver Duct-Taped Student To Seat: DA A Delaware County school bus driver is charged with unlawful restraint after police say she used duct tape to tie down a student on the way to school.  Juliet Pratt, 54, of Clifton Heights is also accused of false imprisonment, endangering the welfare of a child, and assault, said District Attorney Jack Stollsteimer's Office in a release.  According to investigators, the incident happened on March 8. The after-school fight happened in the parking lot of the Bond Shopping Center on State Road and Lansdowne Avenue around 3:30 p.m. on Wednesday, Oct. 12, according to Upper Darby police and CBS3.
