'Armed And Dangerous' Man Arrested After Standoff With PSP Sert A Waynesboro man wanted on multiple charges, including terroristic threats and firearm violations, was arrested following a standoff with law enforcement, police announced on Monday, Nov. 18. Timothy Charles Bickham Jr., 44, was taken into custody at approximately 2:30 p.m. on Sunday, Nov. 17, after surrendering to Pennsylvania State Police Special Emergency Response Team officers at a residence in the 200 block of Hamilton Avenue, according to the Waynesboro Police Department.
