Children found living in deplorable conditions prompted arrests of their parents on Thursday, Sept. 12, Mount Joy police announced. Morris H. Hayes, Jr., 52, and Jessica E. The man who died in a crash after fleeing from the police has been identified by the Lancaster County Coroner's Office and as detailed in a release by the New Holland Police.
