Philip C. Pulley, 62, of Huntington Valley, was sentenced to three years of probation, 100 hours of community service—including 50 hours with an organization promoting free and fair elections—a \$9,500 fine, and a \$400 special assessment by Chief United States District Court Judge Mitchell S. Goldberg, according to U.S. Attorney Jacqueline C. Romero.
Pulley was also ordered to write a letter explaining why he committed the crimes, authorities said.
Pulley, who pleaded guilty in September, admitted to falsely registering to vote, double voting, and committing election fraud during the 2020 and 2022 general elections. Court documents revealed he was registered to vote in Montgomery County, Pennsylvania, and Broward County, Florida, beginning in 2018. In 2020, Pulley added a false registration in Philadelphia County, using a fabricated address and Social Security number.
Pulley voted in both Broward and Montgomery Counties during the 2020 general election, which included the presidential race, and cast ballots in Montgomery and Philadelphia Counties during the 2022 general election, authorities explained.
“Free and fair elections are critical to the health of our democracy, and people who seek to corrupt the process can dangerously erode the public’s trust,” said U.S. Attorney Romero. “Protecting the integrity of the vote is a priority for my office and the FBI. We will continue to investigate and prosecute election fraud cases and bring offenders like Philip Pulley to justice.”
“Safeguarding the right to participate in free and fair elections is a cornerstone of our democracy and a top priority for the FBI and our partners,” added Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia.
The case was investigated by the FBI and the Pennsylvania Attorney General’s Office and prosecuted by Assistant United States Attorneys Nancy E. Potts and Mark B. Dubnoff, with support from James Price, Senior Deputy Attorney General, and Special Assistant United States Attorney.
