Police Investigating After Construction Worker Finds Dead Body In Chester Police in Delaware County are investigating after a dead body was found by a construction worker in Chester Tuesday morning, authorities said. When officers arrived at the 100 block of Norris Street around 7:10 a.m., a construction worker who was examining the area for an expansion project, directed them to the 1400 block of West Front Street where they saw the body of a woman lying face down, according to the City of Chester Police Department.
