The shooting happened around 11 p.m. on Thursday, Feb. 6, in the 1500 block of North Carlisle Street, outside off-campus housing for Temple students, police said. Matthew Ragusa was "a beckon of light to countless citizens who needed hope in their darkest hour," wrote Robert Corsi.
