Officers responding to the 2200 block of Wetherill Street at 8:22 p.m. discovered an "older, thin man" lying face down in the roadway, according to Chester City police captain James Chubb. He was pronounced dead at the scene. Investigators believe the man may have been struck by a vehicle near the 1400 block of Kerlin Street and was dragged to the 2200 block of Wetherill St where he was found. Man Shot Dead Inside Car In Chester Authorities in Delaware County are investigating after a man was found dead inside a car in Chester Tuesday night. Officers responded to 3rd and Engle Streets around 9:35 p.m. on a report of shots fired, which was later upgraded to a shooting, Chester police said. Officers then received reports that a person was shot in a vehicle located in the area of 3rd and Jeffrey Streets, police said.
