Valedy Ross, 30, of Harrisburg, repeatedly called, texted, and emailed the victim without a legitimate purpose, authorities said in a release. Ross also allegedly placed a recording device inside the victim’s residence, capturing private conversations between the victim and others, police announced on Monday, Dec. 2. The impersonator was out of the car yelling at the driver he had stopped, police said. The man is not believed to be an officer with any department.
