Manhunt Ends With Arrest Of PFA Violator With Guns, PA State Police Say A man is in custody and roads have reopened following a police incident turned into a search in Dauphin County on Thursday, May 30.  Shawn Vann, 52 of Halifax Township, violated a Protection From Abuse order and attempted to see his ex-girlfriend around 10 a.m. on Thursday.  Initially, police shuttered Elmer Avenue in Halifax Township, Pennsylvania State Police Trooper Megan Frazer announced shortly before 1 p.m.  "All citizens should avoid the area," she originally urged.
