Delco School Bus Driver Duct-Taped Student To Seat: DA A Delaware County school bus driver is charged with unlawful restraint after police say she used duct tape to tie down a student on the way to school.  Juliet Pratt, 54, of Clifton Heights is also accused of false imprisonment, endangering the welfare of a child, and assault, said District Attorney Jack Stollsteimer's Office in a release.  According to investigators, the incident happened on March 8.
