PSP Trooper Struck While Directing Traffic In Chester County Horse, Buggy Crash PA State Police are investigating after one of their own was struck while at the scene of a crash involving a horse and buggy and another vehicle in Chester County Tuesday, authorities said. A trooper was directing traffic in the intersection of 5th Street and Little Elk Creek Road in East Nottingham Township around 8 a.m. when a motorcyclist struck him, according to PSP Trooper Kevin Kochka.
