The worker was operating on power lines when he was struck by Ramon Lopez Jr., of East Petersburg, on Sept. 10 around 1:10 p.m. on the 300 block West Swartzville Roa in Denver, East Cocalico police said. Police: Lancaster County Couple Falsely Reported Animals Missing That They Abandoned A couple has been charged with willfully abandoning dogs in East Petersburg, according to local police. Oscar David Ortolaza, 30, and Samantha Johnna Coppe, 28, both of the 6400 block of Hollow Drive were charged on Monday based on findings of an investigation starting in June. The investigation stemmed from two incidences in June where Northern Lancaster County Regional Police Department took custody, housed and transported a total of three dogs.
