Puppy Placed In Garbage Bag, Thrown Down Hill In Berks County State police are investigating after witnesses in Berks County saw a man throw a puppy in a trash bag over a hill.  It happened on Eisenhauer Drive in Alsace Township around 5 p.m. on Wednesday, April 12, according to an incident report by troopers.
