Know HIM? Chester Police Seek Help Identifying Gunman Authorities in Chester City are seeking the public's help identifying a possible gunman. Officers responded to 823 Kerlin St. on reports of shots fired at 1:22 a.m. April 15, where a black male had reportedly been shot in the leg, Captain James Chubb said.
