According to police, the men were initially stopped on Route 17 on Friday for unnamed vehicle and traffic offenses.
According to police, the four men were: William Reyes, 39, and Richie Reyes, 20, both of the Bronx; and Alexander Mancello and Trevor J. Tompkins, both 19 and both from Monticello.
They were all charged, police said, with third-degree criminal possession of a controlled substance; fourth-degree criminal possession of a controlled substance; and having a controlled substance in a nonoriginal container.
William Reyes was also charged with second-degree possession of a forged instrument; seventh-degree criminal possession of a controlled substance; possession of a hypodermic instrument; third-degree identity theft; second-degree criminal impersonation; and second-degree aggravated unlicensed operator, police said.
Police said that William Reyes had a forged credit card and the account number on the card had been reported stolen.
Police also said that William Reyes gave them a false name and had hypodermic syringe full of heroin.
William Reyes was arraigned in the Monroe Justice Court and sent to Orange County Jail with no bail or bond. He is to appear in court on Thursday.
Police said that Mancello was also charged with unlawful possession of marijuana.
Richie Reyes, Tompkins and Alexander Mancello were all arraigned in the Monroe Justice Court and sent to Orange County Jail in lieu of $15,000 cash bail and $30,000 bond, police said.
They are to appear in court on Thursday.
