Ryan Houston, 20, was charged after he allegedly struck his sister in the mouth by throwing a cell phone at her, police said.
The incident occurred in the presence of a 23-month-old child and a 3-year-old, according to police.
The victim did seek medical treatment following the incident, police said.
Houston was arraigned, processed, and released on an appearance ticket, and is due back in court next week, police said.
