The fire, which started in the back of the building on the second floor at 1 Broad St., was contained to one apartment but caused smoke and water damage to other nearby apartments, and the businesses located below the apartments, Drexler said.
Firefighters were able to douse the flames within 25 minutes, Drexler said.
"I want to commend my men and all those responding for their good work," he said.
Three people were treated for smoke inhalation, officials said.
Red Cross officials are providing assistance for the families as they help them search for homes.
The fire is currently under investigation; the cause has not been determined, Drexler said.
