Photos: Flooding Closes Roads, Bridge As Heavy Rain Pounds Dutchess County Heavy rain moving across the Hudson Valley has already caused flooding, road closures, and hazardous travel conditions in parts of Dutchess County.  The Pawling Highway Department reported at around 7:11 a.m. Monday, Aug. 3, that multiple roads across the town were impacted by rising water as another round of soaking rain moved through the region.  According to the department, South Quaker Road is experiencing water flowing across the roadway between Ravine Road and Birch Hill Road, while Ravine Road has been closed at the bridge because of high water affecting the structure.
