Ulster County resident Charles Burgher, of Highland, was sentenced Friday, Dec. 9 to state prison followed by 15 years post-release supervision. Man Charged With Rapes Of Children In Northern Westchester, Putnam A Westchester County man has been arrested for allegedly raping a child under the age of 15 twice in two different cities. New York State Police arrested Fabian Huirachocha Barbecho, age 36, of Yonkers, on Tuesday, May 18, in conjunction with the Putnam County Child Advocacy Center, said Trooper AJ Hicks. Barbecho was arrested after state police received a law enforcement tip, and members of the Bureau of Criminal Investigation in Cortlandt began investigating two instances of alleged rape, Hicks said. New York State Police said that the unidentified boy in St. Lawrence County from Brasher Falls, located about 15 miles east of Potsdam, has been charged as a juvenile delinquent with third-degree rape after being charged on Tuesday, March 23. Teen Accused Of Raping Child In Rockland A Garnerville teen accused of raping a child in Haverstraw was arraigned on the charges, according to lohud.com. Francis Debord, 19, was arraigned on Tuesday on charges that he raped a child under the age of 13 between Aug. 1, 2017, and Oct. 31, 2017, said lohud.com. Officials with the Rockland County District Attorney's Office said they could not provide details or charges in the case because Debord was 18 years old at the time of his arrest. No other information on the case was available. Debord was released following his arraignment, lohud.com said.
