The incident took place around 11 p.m. Friday on Route 202 near Route 306, said Ramapo Police Sgt. Robert Bassett.
After 35-year-old Melissa Furnari of Stony Point hit the child, she fled the scene and continued eastbound on Route 202. Her vehicle was found parked in the parking lot of the Mt. Ivy diner where she was found inside, Bassett said.
The child suffered facial injuries and a broken leg and was treated at the scene and transported to Westchester Medical Center by Hatzolah Ambulance.
Furnari was charged with DWI, leaving the scene of a personal injury accident, assault in the third degree and criminal possession of a controlled substance. She was processed and released on bail.
