For starters, the state has recommended that a monitor be installed with the power to veto decisions of the school board for the second straight school year.
A group led by former New York City schools chancellor Dennis Walcott will take over duties from Hank Greenberg, who is the outgoing monitor, reported LoHud.com.
Walcott's group has made 18 recommendations to the state to help resolve ongoing problems, including an independent election monitor for the school board election in May.
