Man Caught With Heroin At Parking Lot In Area, Police Say An area man accrued felony charges after he was spotted packaging heroin into glassine envelopes while sitting in his parked car, police said.  According to state police, a trooper observed Sullivan County resident 27--year-old Arhan Celic of Fallsburg preparing the heroin in his blue Hyundai Sonata in a Wallkill parking lot at approximately 5:48 p.m. on Friday, Oct. 30. A search of his vehicle yielded Alprazolam pills, multiple bags of heroin and digital scales.  Celic was charged with the felony of third-degree criminal possession of a controlled substance, and the misdemeanors …
