Convicted Sex Offender Coerces Hudson Valley Girl To Send Him Explicit Photos, Videos: Feds

A convicted sex offender was deported from Mexico and brought back to the United States to face charges in connection with his alleged sexual exploitation of a 12-year-old Hudson Valley girl, federal officials said.

Former Oregon resident Kennedy Carter, age 27, was deported from Mexico and presented in San Francisco federal court after allegedly coercing a 12-year-old Putnam County girl into sending him sexually explicit photos and videos over the internet, the US Attorney's Office for Southern District of New York announced on Friday, March 22. 

According to federal officials, between May 20 and May 29, 2023, Carter knowingly induced, enticed, and coerced the young victim to take explicit photos and videos of herself and send them over the internet. Additionally, Carter also knowingly distributed material containing child pornography, including material depicting another young girl, to the same victim over the internet, officials said.

Carter, who used the WhatsApp username 5215591447960@s.whatsapp.net and the aliases “Mikey Portuguez Perez” and “Javed Montero,” is a registered sex offender who fled to Mexico while on probation in Oregon after he was convicted on sexual child abuse charges in that state, officials added. 

Because of this, he faces enhanced penalties for his new charges. 

Carter is now charged with: 

  • One count of sexual exploitation of a child, which carries an enhanced mandatory minimum sentence of 25 years and a maximum sentence of 50 years;
  • One count of receipt and distribution of child pornography, which carries an enhanced mandatory minimum sentence of 15 years and a maximum of 40 years; 
  • One count of penalties for registered sex offenders. 

US Attorney Damian Williams condemned Carter's alleged actions.

"The defendant went to great lengths to avoid responsibility for his alleged unconscionable actions, but we relentlessly pursue justice for victims of child sexual abuse, and those responsible will face the full weight of the law, no matter where they may hide," Williams said.
