Officers David Hoppe and Skylar Cauceglia were patrolling the highway's business corridor when they spotted the vehicle outside the Taco Bell.
The driver, 32-year-old Edwin G Mahlon of Newton, and his passenger, Kristy L Hamady, 29, of Franklin, "did not appear to be involved in the business they were parked at," Capt. Laurence Martin said.
As the officers approached the car, Hamady was "holding a syringe in her hand and attempting to hide it," Martin said.
Hoppe and Caucegliaalso spotted several glassine envelopes of heroin in plain sight, the captain said.
A search turned 59 bags stamped "Coco" in purple ink and 18 stamped "King" in multi-colored ink, he said.
Mahon -- who was wanted out of Sussex County and Pennsylvania -- was picked up by the Sussex County Sheriff's Department, Martin said.
Hamady was processed and released pending a court hearing on various drug charges, he said.
