Detectives Ken Hart and Brendan Rigler stopped the 2010 Chevrolet Impala near the Routes 23/46/80 interchange after watching it swerve from lane to lane without direction signals, Capt. Laurence Martin said.
The detectives spotted fresh track marks on the arms of the driver, Brian R. Scanlon, 24, and glassine envelopes used to package heroin in the car, Martin said.
In his pocket were nine full envelopes and two hypodermic needles, he said.
A further search turned up 650 full envelopes, nine small zip-locked bags of crack, 20 Alprazolam tablets and six needles, Martin said.
Police arrested the Beaver Dams, N.Y. coule on various drug and paraphernalia possession charges.
Scanlon was released after posting $650 bail. His 32-year-old wife, Elizabeth, was released without bail.
