Then last month he was taken into custody on a warrant out of Virginia following a traffic stop in Essex County.
Last Thursday, he was brought to the Passaic County Jail and charged with failing to register as a sex offender and unlawfully obtaining employment in a youth-serving organization.
A detention hearing was scheduled for Tuesday in Central Judicial Processing Court in Paterson.
Lewis, 37, moved to East Orange after serving a sentence in Virginia for a July 2009 sex assault conviction for "taking indecent liberties with children," according to court records there.
He worked as a facilities coordinator for the Clifton Recreation Department for about a year, records show.
Lewis didn't tell authorities in Virginia of the move -- prompting the issuance of an arrest warrant last October, Virginia State Police records show.
He also didn't register as a sex offender in New Jersey.Nor did he "disclose his status as a sex offender from Richmond, Virginia on a job application prior to becoming employed by the City of Clifton Department of Parks and Recreation," Passaic County Prosecutor Camelia Valdes and Clifton Police Chief Mark P. Centurione said in a statement Monday.
