The School 11 students -- ages 10 and 11 -- planned an "immature" and "unrealistic" plot to bomb the high school in response to a perceived bullying incident involving someone one of them knows, Valdes said.
The fake explosive consisted of an empty mini Altoids tin containing vegetable oil, salad dressing and cinnamon sticks, she said.
None of the juveniles had delinquency complaints filed against them, but they will have to undergo mandatory counseling and a psychiatric evaluation before they can return to school, Valdes said.
They could face complaints if they do not undergo the counseling or evaluations, she continued.
The students were on a field trip to the high school Wednesday when administrators learned about their plan and notified police.
