A law enforcement-related witness who came upon the scene originally told CLIFFVIEW PILOT last night that the victim was in very bad shape and that a vehicle was being sought.

“It was a really bad scene, like a horror movie,” the witness said. “People were running up and down the shoulder.”

This morning, New Jersey State Police confirmed that the man, 28-year-old Leon Garcia-Rivas, was pronounced dead at the scene.

He was hit around 10:45 p.m. after putting on the hazard lights of his car and getting out, they said.
