Officers first arrested Darryl Williamson after he tried throwing a brick and ultimately kicked out the window of a 2011 Toyota Camry at the Willowbrook bus station around 1:15 p.m. Monday, Capt. Laurence W. Martin said.
Williamson, who previously was banned from mall property after previous run-ins with security there, was found on a bus -- with the woman's bag, Martin said.
He also was carrying two full and two empty bags of heroin, he said.
Police processed Williamson on various drug and burglary charges, as well as trespassing, then released him pending a court hearing about an hour and a half later, the captain said.
Detective Scott Rappaport and Detective Sgt. Chris Wittig were watching as Williamson walked 75 yards or so onto the property of Wayne Valley High School five minutes later, Martin said.
He then opened the rear window of a 2004 Jeep Liberty and removed a few pieces of clothing, the captain said.
As he walked away, they grabbed him.
A judge set bail at $500 for Williamson, who was taken to the Passaic County Jail. Additional charges include car burglary and theft.
