Walter Biller, of Wayne, failed to obtain or file for proper occupancy and fire safety-related documentation before completing the lease agreement with the Davenport family in 2019, Franklin Borough police said. Therefor, he was charged in the March 19 fire at the Nestor Street home, in which 13-year-old Heaven Davenport died, authorities said. Owners Of Guttenberg Home Where Woman Was Critically Burned Arrested A multifamily home in Guttenberg where a woman suffered critical injuries in a fire had three illegal apartments, the Hudson County Prosecutor's Office said.  The owners of the building at 67 70th St. -- Jose Puma, 49, and his wife Maria, 50 -- were arrested Wednesday. Jose Puma has been charged with insurance fraud and violating of law intended to protect public health and safety.
