Soto, 25, of East Orange blew a stop sign off the ramp from eastbound Route 46 onto Stefanic Avenue and was pulled over by members of the Street Crimes Unit, Elmwood Park Police Chief Michael Foligno said. At 8:43 p.m., Newark police responded to the 300 block of Osborne Terrace and found, Deshaun Winston unresponsive at the location, Essex County Prosecutor Theodore Stephens, II and Newark Public Safety Director Fritz Frage said.
