System Expected To Become Tropical Storm Projected To Move North Toward US Coast A system over the Caribbean now expected to strengthen could become a hurricane with its projected track taking it north toward the US coast. Tropical Cyclone 18 should become Tropical Storm Rafael on Monday, Nov. 4, the National Hurricane Center said in an advisory issued late Sunday afternoon, Nov. 3. In April 2023, John Davis was staying in a woman's apartment when he assaulted her when she raised an issue over a TV remote control, Essex County Prosecutor Theodore Stephens, II said. The woman suffered a broken eye socket and a brain bleed and was hospitalized for several days, Stephens said.
