At 12:32 p.m., police spotted Rubin Jackson roaming the halls of an apartment building at Avenue C and 32nd Street, officers said. Jackson could not explain why he was inside the building and officers believed he was under the influence of an intoxicant, police said. A search of Jackson yielded cocaine, narcotics paraphernalia, and the blade, police said. Police said Jackson "could not provide an acceptable justification for possessing" the blade. …
