At 4:15 p.m., a 69-year-old woman said she sat down on a bench on Route 518, Franklin Township police said. About five minutes later, the woman observed the teenager masturbating, police said. The teenager then attempted to converse with the woman, but she ran away and left the scene, police said.
The suspect is described as an olive skinned male with dark brown hair, beard, approximately 5'11", between the age of 16 to18 years old, and wearing a gray t-shirt with brown sandals.
