On Thurday, April 13, Officer Gissell Garcia was conducting surveillance near Tennessee and Atlantic Avenues. Garcia observed Rahim Bobo and Justin McCausland engage in a drug transaction, Atlantic City police said. Bobo was in possession of 85 bags of heroin, more than five grams of cocaine, and cash.
