Woman Charged With Kidnapping After Trying To Take Child From Warren County Child Services: PD A 36-year-old Phillipsburg resident was charged with kidnapping after she tried to take child from the Warren County Division of Child Protection and Permanency on Monday, July 15. At 12:34 p.m., officers responded to the office in Warren County on a report of a disorderly person, who was not identified by police, attempting to leave with a child, Washington Township police said in a release.
