Cuomo Signs Legislation To Aid Families Of Terrorist Attacks ALBANY, N.Y. - A new state law will work to strengthen financial support for the families of terrorist attack victims by waiving mandatory commissions due in life insurance settlements.  Th law, signed Monday by Gov. Fishkill Woman Charged With Insurance Fraud BEACON, N.Y. -- New York State Police arrested a Fishkill woman Sept. 10 after an investigation determined she had been cashing insurance checks made out to a deceased person, police said. According to police, Raquel Estrada-Mochetto, 51, had been forging the signature of the deceased person and cashed more than $8,000 in insurance checks.  Estrada-Moschetto was charged with third-degree grand larceny, third-degree insurance fraud and second-degree criminal possession of a forged instrument, all felonies.
