New Poll: Dutchess' Delgado Leads Republican Congressman Faso Democratic challenger Antonio Delgado, a Dutchess County attorney, holds a slight lead over incumbent U.S. Rep. John Faso, a Republican from Kinderhook in Columbia County, according to a new poll in the19th Congressional District. Delgado, a native of Schenectady, lives in Rhinebeck with his wife and their two sons. Delgado won a seven-candidate Democratic primary election in June. He faces Faso in the Nov. 6 general election. Gov. Cuomo Unveils State Budget New York Gov. Andrew Cuomo unveiled his $168 billion 2018-2019 budget to lawmakers on Tuesday. Cuomo's budget includes a three-percent increase in funding for schools and a one-percent increase in funding for higher education. The budget also increases funding for capital projects by 14 percent and health care by three-percent. The budget also reduces spending on transportation, community colleges, mental hygiene and state agencies.
