Long-Range Forecast Shows Below-Average Temps In White Plains

WESTCHESTER COUNTY, N.Y. -- As Westchester County prepares for another round of bone-chilling wind chills, this time as low as 10 to 20 below zero Friday, the question many are asking is, "When will the cold end?"
