The announcement was made at a joint meeting at the Bear Mountain Inn on March 26, while the program itself had been in a 'soft rollout' period since October following its negotiation and approval in a collective bargaining agreement last year.
The new drug policy was laid out during a seminar led by Dr. Jeffrey Altholz, president and founder of Tarrytown-based Clarity Testing Services.
Topics of the seminar included “Maintenance of Random Test Pools,” “Onsite/Offsite Testing,” “Supervisor Reasonable Suspicion Training,” “24/7 Testing Capability,” “Secure Online Results,” “Federal Certified Labs,” and the introduction of certified medical review officers and testing technicians.
“If we are successful, job-site safety will be enhanced, accident and worker injuries or deaths will be avoided and insurance costs will be reduced,” said Jeff Loughlin, business manager of Local 137, in Briarcliff Manor.
“It’s a win-win for all involved – labor, management, project owners and the general public.”
The tests will be random and administered on site, along the same lines as the federal DOT process, which has been in place since 1995.
