Andrew Cuomo to allow the region to enter Phase 3 of reopening earlier than originally planned. In a letter to Cuomo, the county execs in Dutchess, Orange, Putnam, and Rockland county requested that the region be allowed to enter the third phase of reopening the economy earlier than originally scheduled.
