3 Kids Found In Car Of Drugged Driver In Region, Police Say A 29-year-old man from the region is facing charges after allegedly driving high on drugs with children in the car, authorities said. Albany County resident Michael Smith, of Cohoes, was arrested following a traffic stop in Watervliet late Monday night, Jan. 9, according to Watervliet Police. Officers stopped Smith at around 11:30 p.m. near 25th Street and Second Avenue for vehicle and traffic law violations. Dutchess Man Sentenced For Fatal Morphine-Impaired Crash A 45-year-old Dutchess County man who was impaired by morphine when he crashed into another vehicle in 2015, killing a Kent woman, has been sentenced to one to three years in prison. Christopher Osborne Jr., 45, of Pawling, pleaded guilty in January to aggravated vehicular homicide for causing the crash that killed 63-year-old Jean Riccobon.
