Legislators and residents spoke out for more than two hours at the meeting before the measure was put to vote. In the end, the measure passed by an overwhelming 18-3 majority, the Record reported.

Kiryas Joel's break from Monroe and creation of Palm Tree has one more hurdle to clear: Voters must approve the measure during the general election on Nov. 7.
