Port Chester Gets $596K In State Transportation Funding Port Chester will receive $596,000 from the state Department of Transportation through the Pedestrian Safety Action Plan. The PSAP funding is a competitive grant that will go directly to the village, according to Port Chester Clerk Janusz Richards. The PSAP program is a partnership between the state Department of Transportation, state Department of Health and Gov.
